وصل السيد الأستاذ الدكتور/ هانى سويلم وزير الموارد المائية والرى الى مدينة جوبا عاصمة جمهورية جنوب السودان، للمشاركة فى الاجتماع الاستثنائي لمجلس وزراء مياه دول حوض النيل (Nile-COM)، والذى انعقد يوم الجمعة الموافق ٢٠ فبراير ٢٠٢٦.
والقى الدكتور سويلم كلمة افتتاحية فى الاجتماع نصها كالتالي:
السيدة/ كاليني مابوروشيمانا، وزيرة البيئة والزراعة والثروة الحيوانية في بوروندي، ورئيس مجلس وزراء مياه دول حوض النيل (Nile-COM)،
السيد/ جيمس ماويش ماكواش وزير الموارد المائية والري في جنوب السودان، الدولة المضيفة،
السيد الدكتور/ نيستور نيونزيما،
المدير التنفيذي لمبادرة حوض النيل،
يسعدني أن أكون بينكم اليوم في جوبا، وأود أن أهنئ بوروندي مرة أخرى على توليها رئاسة مبادرة حوض النيل، كما أود أن أعرب عن تقديرنا لحكومة وشعب جنوب السودان على حسن استقبالهم وكرم ضيافتهم.
يتزامن اجتماعنا اليوم مع الاحتفال بيوم النيل، وهو مناسبة ذات أهمية كبيرة لجميع شعوبنا، حيث يرمز إلى تأسيس مبادرة حوض النيل كمنصة شمولية قائمة على التوافق، جمعت كل دول حوض النيل.
لقد تأسست المبادرة منذ أكثر من ٢٥ عامًا لكي نعمل سويا لتعزيز التعاون والمنفعة المتبادلة والاستقرار الإقليمي، وتؤمن مصر إيمانًا راسخًا بأن مستقبلنا يكمن في السير في مسار الوحدة والشمولية والحوار، وليس في الانقسام أو التفكك أو الإجراءات الأحادية.
ومن هذا المنطلق، شاركت مصر فى بعض انشطه مبادرة حوض النيل خلال العام الماضي بهدف تنشيط تعاوننا المشترك، وتقوم مصر حاليًا بدراسة مجموعة من الخيارات المجدية لدعم المبادرة، مع التأكيد مجددًا على التزامها الثابت بضمان استدامة المبادرة وقدرتها على أداء مهامها بفعالية في حوض النيل.
وفي السياق نفسه، نؤمن أن الطريق البنّاء للمضي قدمًا يتمثل في تعزيز العملية التشاورية الجارية (وهى العملية المعنية بمناقشة شواغل الدول التى لم تنضم الى الاتفاقية الاطارية)، بهدف استعادة الشمولية على مستوى الحوض، ويكتسب ذلك أهمية خاصة في ظل وجود دول لم تنضم بعد إلى الاتفاقية الإطارية ولديها مصالح وشواغل مشروعة ينبغي أخذها في الاعتبار، حتى نحافظ على وحدة الحوض ونتحرك معًا نحو مستقبل مشرق.
وفي هذا الصدد، نرحب بتقرير المتابعة (Progress report) الصادر عن اللجنة المنوطة ببحث شواغل الدول غير الموقعة، والذي أشار إلى أن الاتفاقية الإطارية ليست وثيقة جامدة، بل أداة مرنة وفاعلة، مع وجود نصوص واضحة تسمح بالتعديل والتطوير التدريجي بموجب المواد ٣٥ و٣٦ و٣٧، كما أكد التقرير ضرورة استمرار العملية التشاورية تحت قيادة اللجنة الخاصة لمعالجة شواغل الدول الغير منضمة للاتفاقية بشأن القضايا العالقة وبما يحقق توافقا مشتركا بين جميع الدول، ويسهّل انضمام الدول المتبقية إلى الاتفاقية.
وستستكمل مصر مشاركتها بفاعلية وبروح بنّاءة في العملية التشاورية، ونتطلع إلى الخطوات المقبلة لهذه العملية، والتي تهدف في نهاية المطاف إلى اتفاقية إطارية محدّثة تأخذ في الاعتبار حقوق ومصالح وتطلعات التنمية لجميع دول حوض النيل.
كما تدعو مصر جميع دول الحوض وشركاء التنمية إلى دعم العملية التشاورية، والامتناع عن دعم أي إجراءات أحادية أو غير شمولية أو انتقالات مؤسسية من شأنها تقويض جهودنا الجماعية لاستعادة التعاون والوحدة بين دولنا، كما نؤكد على ان أي خطوة تهدف إلى الانتقال من مبادرة حوض النيل إلى مفوضية حوض نهر النيل يجب أن تتم فقط على أساس التوافق الكامل بين الدول العشر في الحوض .
السيدات والسادة الحضور،
لقد كان نهج مصر وسيظل قائمًا على دعم أشقائنا في حوض النيل، ويستند هذا النهج باستمرار إلى مبادئ القانون الدولي، بما في ذلك الإخطار المسبق والتشاور وتحقيق التوافق، وتجنب التسبب في إحداث ضرر، والاستخدام الرشيد للمياه.
وقد تجلّى ذلك مؤخرًا من خلال دعم مصر لعدد ٣٦ مشروعًا بالهضبة الاستوائية على نهر النيل الأبيض ضمن برنامج الاستثمار الخاص بالمبادرة، فضلًا عن مخاطبات عدم الممانعة التي قدمتها مصر لعدد من المشروعات المنفذة بدول الحوض، بما في ذلك مؤخرًا في أوغندا وتنزانيا وإثيوبيا، ويؤكد ذلك التزام مصر بدعم التنمية المستدامة بما يتسق مع المبادئ المستقرة للقانون الدولي.
علينا أن نستفيد من دروس الماضي ونواصل التقدم معًا بروح من التعاون والتفاهم المتبادل، وبما يضمن عدم ترك أي حد خلف الركب، فقد أظهرت التجارب أن التقدم المستدام في الحوض يتحقق بشكل أفضل من خلال الشمولية، بينما قد يؤدي السير دون توافق كامل إلى إبطاء التقدم بدلًا من تعزيز التعاون الحقيقي على مستوى الحوض.
دعونا نجسد المعنى الحقيقي ليوم النيل عبر تجديد التزامنا الجماعي بالمبادئ التأسيسية لمبادرة حوض النيل القائمة على الشمولية والتوافق والاحترام المتبادل والتعاون والمنفعة المشتركة.
فلنمضِ قدمًا كأسرة واحدة، نصغى إلى بعضنا البعض، ونراعي الشواغل المشروعة، ونضمن ألا يُترك أحد من هذه الأسرة خلف الركب، وتتطلع مصر إلى العمل بصورة جماعية نحو مستقبل مستدام ومزدهر لكامل دول حوض النيل.

Opening Remarks By Prof. Dr. Hani Sewilam Minister of Water Resources and Irrigation In Extraordinary Nile-COM meeting 20th February 2026

Hon. James Mawich Makuach, National Minister of Water Resources and Irrigation of the Republic of South Sudan, our host,
Dr. Nestor Niyonzima, Executive Director of the NBI,
It is my pleasure to be amongst you in Juba. I congratulate Burundi once more on assuming the chairmanship of the NBI and I would like to convey our appreciation to the Government and people of South Sudan for their warm welcome and generous hospitality.
Our meeting today coincides with the Nile Day celebration. This is an occasion of deep significance for all our peoples. It marks the establishment of the NBI as an inclusive and consensus-based platform that brought together all the riparian States.
The NBI was established more than 25 years ago, so that we can work together to foster cooperation, mutual benefit, and regional stability. Egypt firmly believes that our future lies in the same path, the path of unity, inclusivity, and dialogue, and not in division, fragmentation, and unilateral actions.
To that end, Egypt reengaged with the NBI during the past year aiming to reinvigorate our joint cooperation. Egypt is currently examining a range of feasible options to support the NBI, while reaffirming its steadfast commitment to ensuring the NBI’s sustainability and ability to perform its functions effectively across the Nile Basin.
In the same vein, we believe that the constructive way forward is to strengthen the ongoing Consultative Process, with the aim of restoring basin-wide inclusivity. This is particularly important given that the States that are not yet party to the CFA have legitimate interests and concerns that must be taken into account, so that we can preserve the unity of the basin and move together to a brighter future.
In this regard, we welcome the progress report of the Special Committee. The report noted that the “CFA” is “not a rigid document” but a “flexible living instrument” with clear provisions for amendment and progressive evolution under articles 35, 36, and 37. It also underscored that the Consultative Process should continue under the leadership of the Special Committee to address the outstanding concerns to the mutual satisfaction of all Member States, and to facilitate the accession of the remaining States to the “CFA”.
Egypt will actively engage in good faith in the Consultative Process. We look forward to its forthcoming steps, with the ultimate goal of acceding to an updated “CFA” that take into account the rights, interests, and development aspirations of all the Nile basin countries.
Egypt calls upon all the Nile basin States and development partners to support the Consultative Process, and to refrain from any unilateral non-inclusive measures or institutional transitions that will undermine our collective efforts to restore cooperation and unity among our countries. Any move aiming to the transition from NBI to the “Nile River Basin Commission (NRBC)”, should only proceed on the basis of the full consensus of the 10 Nile basin States.
Distinguished Guests,
Egypt’s approach was and remain to support our brethren in the Nile basin. Our approach is consistently based on the principles of international law, including prior notification, consultation, and achieving consensus, thus avoiding causing harm and reasonably utilize the water.
This was lately demonstrated through Egypt’s support to the 36 projects on the White Nile under the NBI Investment Program, as well as Egypt’s multiple no-objection communications for projects implemented across the Basin, including recently in Uganda, Tanzania, and Ethiopia. This underscores Egypt’s commitment to enabling sustainable development in alignment with the established principles of international law.
We should draw on the lessons of the past and continue moving forward together in a spirit of cooperation and mutual understanding, ensuring that no one is left behind. Experience shows that sustainable progress in the Basin is best achieved through inclusivity, while advancing without full consensus can slow progress rather than foster genuine basin-wide collaboration.
Let us honor the true meaning of Nile Day by renewing our collective commitment to the foundational principles of the NBI, grounded in inclusivity, consensus, mutual respect, cooperation, and shared benefit.
Let us move forward as one Nile family—listening to one another, accommodating legitimate concerns, and ensuring that no member of our family is left behind. Egypt looks forward to working collectively toward a sustainable and prosperous future for the entire Nile Basin.
